Prior to the Apostille of Provisional Certificate from Ministry of external Affairs (MEA), New Delhi the Provisional Certificate must be attested from the competent Government recognized authority in India. The competent authority could be the Regional Attestation Center (RAC), General Administrative Department (GAD), Home Department, Higher Education Department (HED) etc. of the respective state from where the Provisional Certificate has been issued. The authorized signatory could be the Commissioner, Deputy Commissioner, Director, Joint Director or Section Officer etc. The time frame to complete the Apostilization of Provisional Certificate could take from two working days to thirty working days and it depends on the state of issue of the Provisional Certificate.
